Bankruptcy hearings in Rochester are held  in the Federal Building, 100 State Street. The closest parking garage is the Sister Cities Garage at Fitzhugh Street and Church Street. These directions are for driving to the parking garage.  At the bottom of this page are walking directions from the garage to the Federal Building.

From the South or the East: Take Interstate 490 west past the Clinton Avenue – Downtown exit. Just after the Clinton exit, 490 crosses over the Genesee River. NOTE: MAJOR CONSTRUCTION WORK IS IN PROGRESS ON THE 490 BRIDGE OVER THE GENESEE AND WILL CONTINUE THROUGH 2006. PLAN ACCORDINGLY AND LEAVE ENOUGH TIME FOR CONSTRUCTION DELAYS. See alternative directions, below.

Just west of the Genesee River is the Plymouth Avenue exit off of 490. Take this exit. The exit curves 90 degrees and flows onto Washington Street heading north. The first traffic light is Broad Street; keep going strait to the second light at West Main Street and Washington. Turn right (east) onto Main Street.

Heading east on Main Street, the first traffic light is Plymouth Avenue, a wide boulevard. Continue strait through this intersection. The next light is at Fitzhugh Street, a narrow two lane street. Turn left (north) on Fitzhugh.

On the north-east corner of Main and Fitzhugh is the Executive Office Building, a ten story brick building. his building is on your right as you make the turn on Fitzhugh. Behind this building, maybe 200 feet from Main Street, is the Sister Cities Garage. There is only one entrance, off of Fitzhugh. Turn right into the garage, get a ticket, and proceed to park.

Construction delays alternative from the South: If , as you travel west on 490 and see the 490 bridge over the Genesee River severely backed up due to construction, you can get off one exit earlier at Clinton Avenue. Head north on Clinton, staying on the left lane. The first traffic light after the exit is Woodbury Blvd. GEVA theater is on the left. Continue strait through this intersection and the next, Court Street. The third intersection is Broad Street. Turn left (west) on Broad, cross the Genesee River, and continue through the intersection of Broad and Exchange Street (the Blue cross Arena is on the left). The next intersection west of Exchange Street is Fitzhugh Street. Turn right (north) on Fitzhugh. Proceed north through the next intersection (Main Street) and turn right into the Sister Cities garage a few hundred feet north of Main Street.

Getting to the garage from the West: From Interstate 490 heading east, stay in the left lane as you approach Downtown Rochester. There will be an exit to the left labeled "inner loop – Plymouth Avenue". This is tricky; you want to take this exit, so you bare to the left, but once you are in the exit you want to stay to the right. Just a few hundred feet after the exit parts from 490, it splits into two lanes. The left lane flows to the Inner Loop. The right lane – the lane you want – exits onto Plymouth Avenue. Turn right (south) on Plymouth; this is a wide boulevard and you can only turn right or left so you can’t miss it. Once you turn, go to the left lane. One short block south of the exit you will come to a traffic light at Plymouth and Church Street. Turn left (east) onto Church Street. One short block later, at a four-way stop sign, turn right (south) onto Fitzhugh Street. The Sister City garage is on the southeast corner of Chruch and Fitzhugh, your left after you make the turn. The only entrance to the garage is off of Fitzhugh, half a block from Church Street. Turn left into the garage and park.

Getting to the garage from the North: From the north side of Rochester, take Lake Avenue south toward Downtown. Lake eventually becomes State Street. Pass Kodak office and pass under the Inner Loop and the rail road tracks. Therew are a set of lights on either side of these underpasses. proceed through all those lights. The first light after the underpasses is Andrews Street, on the left. the Next light is Church Street, on the right. turn right (west) on Church Street. One short block later, at a four-way stop sign, turn left (south) onto Fitzhugh Street. The Sister City garage is on the southeast corner of Chruch and Fitzhugh, your left after you make the turn. The only entrance to the garage is off of Fitzhugh, half a block from Church Street. Turn left into the garage and park.

Getting to the Garage from the North-East: From the North-east side of Rochester, if you are not close to the 490 or 590 expressways, you can simply take Main Street west, through downtown, across the Genesee River, and through the intersection of Main and State. One block past (west) Main and State is Main and Fitzhugh Street. Turn right (north) on Fitzhugh. On the north-east corner of Main and Fitzhugh is the Executive Office Building, a ten story brick building. his building is on your right as you make the turn on Fitzhugh. Behind this building, maybe 200 feet from Main Street, is the Sister Cities Garage. There is only one entrance, off of Fitzhugh. Turn right into the garage, get a ticket, and proceed to park.

Walking from the Garage to the Federal Building: There are two elevators in the garage. One is at the southwest corner, next to the car entrance. the other is at the opposite end of the garage at the north-east corner. This is the elevator you want (or take the stairs right next to it.)

As you walk out of the garage at the northeast corner, you are on Church Street. Rochester City Hall is directly across the street from you. If you look to the right (east) you will see that Church Street comes to an end half a block away, at State Street. The Federal Building, 100 State Street, is directly across State Street from the end of Church Street. Walk east half a block and cross to the far side of State Street.

The Federal Building has two wings. There is a white marble six floor office building on the left (north) side and a two story wing with a brown roof on the right (south) side. the entrance is in the middle of the building, between the two wings. YOU NEED A PICTURE I.D. TO ENTER THE FEDERAL BUILDING. As you might expect, you will also pass through a metal detector. The line at the medal detector is usually the longest around 9:00 AM and 1:00 PM so plan accordingly.

If you are going to a trustee hearing (also called a "341 hearing"), turn left after the metal detectors and walk to the elevators. The hearing room is on the sixth floor (the top floor), room 608. This room is at the northeast corner of the sixth floor (in relation to the front of the building, that is the corner farthest in the back and to the left.)

If you are going to the bankruptcy court for a court appearance, a motion, a trial, or a Chapter 13 plan confirmation hearing, turn right on the first floor after you pass the medal detectors. A doorway on the left side of the lobby wall you are now facing goes into the courtroom area. the bankruptcy court is the second (of two) courtrooms on the left. A security attendant at the metal detectors can show you the way.

If you are going to the Bankruptcy Court Clerk’s office, it is also on the first floor. the entrance is clearly marked, to the right of the metal detectors.
